Isabel Garcia

Assistant Director

Isabel Garcia is the Assistant Director of Government Transformation at Partners for Public Good (PPG), where she leads the growth and implementation of a portfolio of high-impact state and local government transformation projects. She works closely with government partners to overhaul complex systems and drive major operational change.

Prior to joining PPG, Isabel supported the development of the Procurement Excellence Network and executive education programs for procurement leaders at the Harvard Kennedy School Government Performance Lab (GPL). During her time at the GPL and continuing at PPG, Isabel led a 15-month, multi-jurisdiction initiative exploring how procurement can be leveraged to advance inclusive workforce development, improve job quality, and strengthen local economic opportunity.

Isabel holds a Master’s in Public Policy from the Harvard Kennedy School and a Bachelor of Science in Social Policy and International Studies from Northwestern University.
