Rapid Project Support
Partners for Public Good is offering free project planning and procurement support to select cities with SS4A, PROTECT, and RAISE/BUILD grants! Up to 12 cities will be chosen to receive up to 3 months of free support from procurement experts at PPG. Learn more below!
The Opportunity
Do you need hands-on procurement support for a critical moment in your SS4A, PROTECT, or RAISE/BUILD grant? PPG is selecting up to 12 cities to receive pro bono support from our team of procurement experts. Each engagement will be up to 12 hours per week for three months, remote, and customized to the context and needs of the city.
Support will focus on helping cities with a priority project planning or procurement challenge, such as:
- Workshopping a high-priority RFP for professional design services
- Developing a realistic procurement plan that increases the number of vendor responses and/or accelerates the procurement timeline
- Designing a contract management plan that effectively handles construction change orders and minimizes the risk of cost overruns
- Developing a scope of work, and corresponding metrics, for an alternative project delivery model (design-build, progressive design-build, construction manager at-risk, etc.) on a construction project
- Redesigning project plans or solicitation documents to accommodate significant alterations to the scope of work or budget
- Supporting a contract kick-off meeting
What Else Should I Know?
- Cities must identify one planning or procurement project related to an approved award for an SS4A, BUILD/RAISE, or PROTECT grant. This does not necessarily require a signed agreement.
- Cities must assign one primary city lead to engage with PPG.
- The city lead will need to be available to attend at least one weekly call with PPG throughout the duration of the engagement. The city lead must also be available to answer emails and calls daily.
- Up to three other government staff may actively participate in this engagement. However, all coordination with PPG will need to primarily run through the city lead.
- Cities are the primary target for this opportunity.
- Note: other governmental entities (i.e. states, counties, metropolitan planning organizations, etc.) may complete this EOI if their award includes at least one city as a sub-awardee.

Note that there is a rolling application process with two separate deadlines:
- The first deadline to complete this short EOI is 11:59 PM PT on August 8, 2025.
- The second deadline to complete this short EOI is 11:59 PM PT on September 19, 2025.
Next steps following submission of the EOI:
- 45-minute interview: Partners for Public Good will review EOIs, assessing for criteria including need, impact, and feasibility. Shortlisted applications will be invited to a short interview to discuss project details, challenges, and a potential scope of work. Finalists will be identified based upon these interviews.
- Project scoping: Finalists will be invited to two 60-minute scoping calls with PPG to select cities to receive rapid project support. PPG will work with these cities to refine individualized scopes of work, which will be formalized through a short memorandum of understanding signed by the City and PPG.
- Implementation:
- September: First wave rapid project support engagements are expected to begin, lasting up to 3 months.
- October/November: Second wave rapid project support engagements are expected to begin, lasting up to 3 months.
- Up to 12 cities will be selected to receive technical support from PPG in total.
- Legal advice
- Grant-specific compliance guidance on specific federal policies or requirements
- Exclusively finding and replacing key search terms in documents
- Writing solicitation documents from scratch without collaboration from government counterparts
- Working directly with contractors or vendors to address challenges
- Working without day-to-day leadership and oversight by the city
