Navigating Procurement Pain Points Through Law, Policy, and Practice

State and local government procurement doesn’t happen in a vacuum. It’s grounded in a complex framework of laws, rules, ordinances, and guidance documents that vary widely across state and local governments.

For procurement practitioners, understanding this legal foundation is far more than a technical necessity. It’s a practical tool. When procurement challenges arise, navigating whether the root cause is connected to state law, local ordinance, internal policy, or even long-standing practice is essential to crafting a meaningful path to improving procurement.

The Procurement Excellence Network hosted an insightful, interactive 60-minute session that explored the legal hierarchy that shapes state and local government public procurement!

We broke down where procurement laws and rules typically resided and examined real-world case studies from peer governments tracing procurement pain points to policy and legal changes that enabled more modern procurement. Finally, we shared an update on the ongoing revision of the  American Bar Association’s Model Procurement Code for State and Local Governments, including opportunities for PEN members to contribute feedback and help shape the future of procurement guidance nationwide.

Post-Event Session (3:00-3:30 pm ET): Attendees stayed on following the event for open dialogue with peer governments and PPG staff for further discussion, questions, and shared reflections.
