Beyond the CIP Document: From Static Capital Plans to Integrated Capital Management

Infrastructure projects rarely proceed exactly as planned. Priorities shift, costs increase, funding sources change, staffing capacity fluctuates, and schedules evolve. Yet many local governments—particularly small and mid-sized jurisdictions—rely on Capital Improvement Plans (CIPs) and planning processes that can be static, siloed, and disconnected from changing project delivery realities. 

This 60-minute introductory workshop will introduce participants to Integrated Capital Management (ICM), a more continuous and integrated approach that connects capital planning with project delivery. Participants will explore how technical, financial, organizational, and community factors interact to influence project success and how changes during delivery can create downstream impacts across the broader capital portfolio. Through discussion and reflection, participants will identify common challenges and learn practical strategies to strengthen alignment, make more informed decisions, adapt as conditions change, and improve project outcomes. 

For agencies interested in putting these concepts into practice, a limited-enrollment, three-session applied workshop series will follow. Participating teams will assess their current capital planning and delivery processes, identify priority gaps and opportunities, and work alongside peers and coaches to develop a practical ICM implementation approach tailored to their organization’s needs, resources, and capacity. 

After attending the overview session on September 8th, cities wishing to attend additional workshop sessions and coaching calls will be required to submit an Expression of Interest (EOI) 

Course Format: 

  • Open Enrollment: One (1virtual 1-hour training session. 
  • Limited Enrollment: Three (3) virtual 1-hour workshops conducted every other week, including three (3) virtual coaching calls with PPG staff in between sessions

Learning Objectives: 

At the end of the training, participants will:  

  • Understand how capital planning decisions influence project delivery, organizational alignment, and implementation success.  
  • Recognize common challenges that undermine capital programs, including misalignment across financial, organizational, technical, and community dimensions.  
  • Apply practical strategies to better connect planning and project delivery through an Integrated Capital Management approach—helping communities make informed decisions, adapt to changing conditions, and improve project outcomes. 

At the end of the applied workshop series, participants will:  

  • Assess their current capital planning and delivery processes to identify strengths, gaps, and priority opportunities for improvement.  
  • Design a tailored path toward Integrated Capital Management (ICM), including practical improvements to project prioritization, coordination, decision-making, and portfolio management.  
  • Develop an implementation roadmap that defines priority actions, roles and responsibilities, governance and coordination changes, and next steps for putting improvements into practice and sustaining progress. 

Course Instructor: Andrew Golda and Kayla Mehrens both serve on Partner for Public Good’s Infrastructure Team, where they help local governments plan, procure, and deliver critical infrastructure projects. Together, they bring more than 30 years of capital planning and project delivery experience spanning local government, consulting, and international project development.
