Safe Streets and Roads for All (SS4A) RFQ Toolkit: Template & Guidance for Local Governments

Local governments awarded Safe Streets and Roads for All (SS4A) grants often procure consultants to develop Comprehensive Safety Action Plans (CSAPs), but writing a Request for Qualifications (RFQ) can feel overwhelming, especially for teams new to this funding opportunity.  

This RFQ template and companion example from Partners for Public Good help local governments write effective, results-driven solicitations that communicate project goals aligned with local priorities, attract strong submissions, and establish evaluation criteria that prepare them to confidently select the most qualified consultant. Designed for public works, procurement, grants, finance and project management staff, these resources include: 

  • Customizable RFQ language that can be tailored by jurisdiction, as well as evidence-based best practices and practical guidance to attract highly qualified Statements of Qualifications (SOQs).
