A solicitation is easier to write when the project is already well organized. But governments are often asked to move quickly from a grant award, policy priority, or capital improvement idea straight into design, procurement, and delivery, and some of the most important questions get skipped along the way.
This project planning template helps public sector teams turn an early infrastructure concept into a clear, coordinated path toward solicitation and implementation. It is built to be completed collaboratively, and it can help your team:
- Define the problem you’re solving and the outcomes you need to achieve.
- Inventory what you already know, such as plans, surveys, geotechnical data, and environmental studies–and spot the gaps.
- Clarify roles and responsibilities across the staff who will plan, fund, procure, and deliver the project.
- Identify market research questions, and flag risks, permitting needs, and operations and maintenance considerations early.
- Build a realistic schedule for the planning and procurement work that must happen before contract award.
This template complements your jurisdiction’s existing project management, capital planning, and grant compliance processes by gathering key project information in one document that your team can adapt and update as the project evolves. It also includes a project readiness checklist and tips for finalizing your plan, so you can explain what services or contractors you need, why it matters, who has been consulted, and what unknowns remain.
